Max level in Windrose is 15. This leveling guide shows the fastest route — hit level 10 in 4 hours solo and reach the level 15 cap in the Cursed Swamps.
Pirates one-shot level 1 characters on island 1 beaches. Here's how to skip the pain.
TL;DR: Prioritize Journal quests. Clear full POI chests for the Site Clear bonus. Stack rested buffs. Upgrade copper tools. Run island 2 pirate camps daily for their chest loot — not for kill XP (enemy kills give zero XP in Windrose). These steps double speed to level 10 on PC or Steam Deck.
The max level in Windrose is 15. Gear scales across three biome tiers:
| Level Range | Biome | Gear Tier |
|---|---|---|
| 1–5 | Coastal Islands | Copper / Stone |
| 6–10 | Foothills | Iron |
| 11–15 | Cursed Swamps | Steel |
Focus Journal quests in each biome as you unlock them. Trying to rush ahead with underpowered gear wastes hours.
Important: Killing enemies gives zero XP in Windrose. All XP comes from two sources only — Journal quest completions and full POI clears (Site Clear bonus). Do not farm pirate kills for levels; loot their camp chests instead.
Pirates spawn and kill level 1 players chopping wood on island 1. This traps 70% of players under level 5 for hours, according to Steam forums. The fix: Windrose gives XP only from Journal quests and full POI clears — not from gathering, combat, or exploration alone.
Players stall at 20–30% efficiency during the island 1–2 shift because they roam instead of questing. Track XP/hour in the pause menu. Aim for 500+. Below 300 means you are grinding the wrong activities.
Note about Blackbeard Crew Maps: These drop interesting treasure but grant zero XP. Skip them entirely when leveling.
Journal main and side quests give 40–60% of early XP. They outpace exploration 3x on island 1. Open Journal post-spawn for "Secure Beachhead" to unlock island 2 at level 4.
Filter the Active tab. Ignore map icons without Journal entries — they grant zero XP.
Skip Blackbeard maps — they drop treasure but no XP. Co-op: one runs quests, others build Fast Travel Points (FTPs) for 2x clears per hour.
Side quests spawn at POIs dynamically. Stack with rested buffs for 25% faster runs. Pro players gain 1 level per hour with this loop.
Full POI clears yield 200–400 XP per site on every island via the Site Clear bonus. They triple partial loots for level 5–7 jumps in one hour. Hunt all 3–8 chests in camps, wrecks, and ruins.
Chain POIs after Journal quests. Build FTPs to cut travel time by 10 minutes.
How to Clear POIs Solo:
What Makes a Full Clear:
Co-op splits roles for 40% faster clears. Island 2 buried chests proc 15% more. Full clears hit level 10 in 4 hours solo.

Rested buff doubles stamina regen for 50% longer grinds. It lets players clear two POIs without fatigue on island 1. Comfort extends it from 20 to 45 minutes.
Skip it and runs end after 20 minutes of looting.
How to Stack Rested Buffs:
Daily Routine:
Solo saves 1–2 hours daily. Comfort needs 100 shells total by level 5.
Copper tools cut gathering 3x faster on island 1 ores. They unlock quests 2 hours sooner than starting with weapons. Smith at level 3 for pickaxe and axe.
Stone tools bottleneck materials for POIs and quests.
Upgrade Path:
Priority Steps:
Co-op splits mining and smelting. Copper saves 90 minutes to level 5 mats. Iron on island 2 gates later quests.
Island 2 pirate camps give 250–350 XP per 8–12 minute clear — from looting all camp chests, not from killing pirates (kills grant zero XP). Camps respawn every 24 in-game hours. Hit them post-rest at dawn.
Camps have 4–6 flintlock pirates on coasts. They drop gunpowder and cloth.
Solo 10-Minute Loop:
Co-op assigns aggro and loot roles. Loop gains 1.2 levels per day. Rotate sites to avoid barren alerts.
The Foothills unlock at level 6 and run through level 10. The XP rules don't change — Journal quests and Site Clears only. What changes is the scale.
Quest XP scales sharply. Foothills Journal quests reward 80–120 XP each compared to 40–60 in the Coastal Islands. A full Journal chain in the Foothills delivers roughly twice the XP per hour of island 1, assuming you run the same quest-then-POI loop.
POIs get bigger. Foothills ruins are multi-floor structures with 6–10 chests per site. Partial loots are more costly here than in the Coastal Islands — missing two chests in a 10-chest ruin costs you nearly as much XP as a full island 1 Site Clear. Always clear the underground floors; they have the highest chest density.
Underwater sections matter now. Foothills and Swamp POIs have shipwrecks with diving sections. Underwater chests count toward the Site Clear bonus. A ruin with a flooded basement that you skip is a partial clear — you lose the full Site Clear XP even if all surface chests are looted. Invest in whatever swimming stamina upgrades are available before spending hours in the Foothills.
Iron tools are required. Foothills debris piles do not break with copper tools. You will physically be unable to complete certain Site Clears without iron tools. Smelt iron bars at the level 6 furnace before running your first Foothills POI or you'll lose a full session's worth of clears.
Faction priority. Foothills factions that link to your active Journal chain give the most XP. Check your Journal Active tab before running any new zone — the faction with the most quests overlapping your current location is always the right call. Switching factions mid-zone resets quest progress on the incomplete chain.
Co-op efficiency peaks here. A 4-player group clearing Foothills POIs simultaneously can complete 3–4 full ruins per hour, the fastest leveling rate in the game at this stage. Each player covers a floor, underwater sections run in parallel, and the Site Clear triggers when the last chest is looted by anyone in the group. Solo Foothills runs take 2–3x as long per clear.
The optimal Foothills loop: complete every available Journal quest in your current faction, run each POI on the quest route for a full clear, then move to the next quest node. Don't break route to chase random POIs that aren't on your Journal path — off-route exploration at this stage loses you a net of 50–80 XP per hour.

The Cursed Swamps open at level 11 and end at the level 15 cap. By this point, your gear tier matters more than your route optimization. Most players who stall at levels 12–13 are using iron tools in a steel-tier zone — the damage gap hits hard here.
Steel gear first, swamp later. Cursed Swamp enemies are tuned for level 11–15 steel-tier characters. If you're pushing into the Swamps at level 11 with iron gear, combat becomes a significant time sink even though kills give zero XP. You're not losing XP from fighting, but you are losing time. Prioritize getting steel tools and armor before running any Swamp POIs for XP.
Quest XP at Swamp tier. Journal quests in the Cursed Swamps reward 120–180 XP each — the highest in the game. A full Swamp Journal chain can push you from level 11 to level 14 in a single focused session if you don't break between quests.
Swamp POI structure. The Cursed Swamps have the most complex POIs in the Early Access build: multi-level ruins, flooded chambers, and above-ground camps tied to the same Site Clear counter. A Swamp Site Clear requires looting 8–14 chests across all floors and water sections of a site. Miss any floor and you forfeit the full bonus.
The level 14–15 wall. Most players report the slowest stretch between level 14 and 15 — quest density thins as you exhaust the Journal chain, and the POI-only grind at this level requires multiple full Swamp clears. The fastest route: complete every remaining Journal quest before switching to pure POI farming. A single unfinished Journal quest at level 14 is worth 160+ XP you're not collecting.
Daily Swamp loop (solo). Complete 2–3 Journal quests, run 2 full Site Clears with rested buff active, log off. This averages 450–600 XP per session and typically reaches level 15 within 3–4 sessions after the Swamp unlocks, assuming steel gear is in place.
Daily Swamp loop (co-op 4-player). Split the Journal quests evenly, run POIs in parallel, coordinate underwater chest coverage. A focused 4-player session can deliver 800–1,200 XP per hour — faster than any other activity in the current Early Access build.
The numbers below are based on player-reported session data from the Steam community and are consistent with the XP ranges verified in this guide. Use these as benchmarks — your actual times will vary based on group size, rested buff uptime, and gear tier.
Casual solo (1–2 hours/day):
Focused solo (3–4 hours/day):
Co-op (4 players, 2–3 hours/day):
Reference: time to max level by approach
| Approach | Hours to Level 15 |
|---|---|
| Solo, no guides | 15–20 hours |
| Solo, optimized loop | 8–12 hours |
| Co-op (4-player), optimized | 4–6 hours |
| Co-op (4-player), casual | 8–10 hours |
These estimates assume rested buffs active for 60%+ of play time and full Site Clears (no partial POI loots).
Ping quests via G radial for 40% more co-op XP alignment. Dig sand near flags for hidden chests worth 80 XP. Sleep after first camp to extend buff 25% with fiber pots.
Always check the "Site Clear" HUD bar. Partial loots lose up to 100 XP/hour in missed bonuses. Use these Windrose leveling tips daily to hit level 10 fast.
Most common mistake: Farming pirate kills for XP. This is the single biggest time-waster in Windrose. Enemy kills give nothing — run through the pirates to loot their chests and move on.
