Risk of Rain 2 Operator Build: Best Loadout and Items
Operator's damage lives in his drone queue, so the build starts at the drone shop, not the item chest.
VerdictRun the default kit, buy every drone you pass, and command them yourself. Spare Drone Parts and Box of Dynamite are the items that change him most.
A Risk of Rain 2 Operator build starts at the drone shop, not the item chest. His secondary, ADMIN-OVERRIDE, stores one charge for each drone he controls and fires that drone's own special skill. Those attacks count as his, so they run off his damage stat and trigger his items. Every broken drone you repair is another loaded weapon.

About the game
Risk of Rain 2
Gearbox Software · 2K
This guide covers Operator from Gearbox's Alloyed Collective DLC, released November 18, 2025. He is unlocked by default for anyone who owns it. The wiki's version history shows the Hallowed Concepts update of October 8, 2026 only added a keyword to his pistol's description, with its function unchanged.

The Risk of Rain 2 Operator build we'd run first
Operator starts each stage with two drone companions, and you pick which two in the loadout. CROSSHAIRS and DOC are available from the start; CHIRP needs a challenge. Every skill below is his default except where an alternative is listed.
| Slot | Our pick | Alternative | Why |
|---|---|---|---|
| Passive drones | CROSSHAIRS + DOC | CHIRP (Transport Drone Mk 2) | One damage command and one barrier command from the first second |
| Primary | H3-11 OCR Custom | none | 150% to 600% pistol; a full charge takes 1.5 seconds; ricochets on kill |
| Secondary | ADMIN-OVERRIDE | CMD-SWARM | Each drone's own special, 4-second cooldown, a charge per drone |
| Utility | Ascent Protocol | FIREWALL | A drone lifts him into a controlled fall; relaunch to another drone |
| Special | Ejection Core | Amp Core | 300% launch; enemies take extra skill damage until they land |
His stats explain the frailty complaints. Operator has 90 health (+27 per level) and 0 armor, against Commando's 110 health. Ascent Protocol is his defense: all his other skills work while he's in the air, and the relaunch has a 2.5-second cooldown against 7 seconds for the first lift.
The custom drones are worth knowing apart. CROSSHAIRS is a Gunner Drone whose commanded bullets ricochet once. DOC is a Healing Drone whose command gives barrier instead of healing. CHIRP is a Transport Drone that can pick up and move chests. All three repair themselves when downed, can't be scrapped, and follow him into every Hidden Realm.

How to unlock Operator's alternate skills
Each challenge pays 3 Lunar Coins. The conditions below are copied from the official Steam list; the right-hand column comes from the wiki's notes on how each one counts. Steam's global stats, read on October 29, 2026, show how few players have finished them.
| Unlocks | Challenge | Official condition | What actually counts | Players with it |
|---|---|---|---|---|
| CHIRP (Transport Drone Mk 2) | Putting Together a Team | Recruit 5 different drones | CROSSHAIRS and DOC don't count; duplicates of one type count once | 6.5% |
| CMD-SWARM | That All You Got? | Kill 4 different types of monsters with a single ricochet | One pistol activation has to chain through all four kills | 3.8% |
| Amp Core | That Just Happened | Keep an Elder Lemurian airborne for 10 seconds | Ejection Core's Nano Bug extends airtime, so keep hitting it | 2.3% |
| FIREWALL | Not So Different | Defeat the teleporter boss on Conduit Canyon without touching the ground | The boss is the Alloy Hunter; a crowd of drones keeps Ascent Protocol going | 2.0% |
That All You Got? is about setting up the kill, not landing it. The wiki's advice is to soften the tougher enemies first so the ricochet keeps killing, and to use Artifact of Swarms, which doubles spawns at lower health. Crowbar helps the first bullet finish things.
That Just Happened gets easier once Ejection Core has hit. The wiki notes Nano Bug increases upward knockback from every hit, even attacks that don't normally knock enemies up, so fast attacks keep the Lemurian in the air. Miss your first shot so the pistol's damage stays low and it doesn't die early.
Not So Different is the hard one. Buy every drone on the way to Conduit Canyon, because each is another anchor for Ascent Protocol's relaunch. Trophy Hunter's Tricorn, an equipment that kills a teleporter boss outright, skips the fight.
Build 1: the drone army
This is the build Gearbox designed him around. In the dev diary that revealed Operator, the team wrote that "each new Drone that you collect gives you an extra charge of this ability", and that you can "save those charges up" for a hard teleporter event. The queue cycles through every drone you own, one per command.
Screenshot: official Operator reveal trailer (Risk of Rain on YouTube), 1:30
Not every drone is worth the gold. These are the commands we'd queue up, from the wiki's ADMIN-OVERRIDE page:
| Drone | Wiki base cost | ADMIN-OVERRIDE command | Our call |
|---|---|---|---|
| Incinerator Drone | $100 | 1,500% burn over 4 seconds in a 24 m range, with a chance to ignite | Point it at a boss; the burn keeps ticking for 4 seconds |
| Missile Drone | $60 | 6 seeking missiles of 200% | Buy it; Pocket I.C.B.M. makes it 18 |
| Bombardment Drone | $200 | Chain lightning, 6 hits of 140%, up to 4 targets | Strong, but a rare drone |
| Barrier Drone | $100 | Barrier worth 40% of max health and refreshed cooldowns | The survival pick |
| Gunner Drone | $40 | 6 shots of 85%, more with attack speed | Cheap on-hit procs |
| Healing Drone | $40 | Heal plus a 4-second Stim Shot, +25% attack and move speed | Fine filler |
| Cleanup Drone | $60 | Pulls enemies in for 200% per second | Skip for damage: a bug stops it using your items |
The Barrier Drone line is the one to read twice. Its command fully recharges your primary and adds a charge to your other skills, and the wiki notes that if it's your only drone, you can use it infinitely.
The rest of the economy is in the interactables guide. Triple Drone Shops cost 40 gold for common drones and 60 for uncommon ones, and from stage 4 some of them stock uncommons. A Drone Combiner Station merges two matching drones. For Operator, a combined drone keeps the charges of the drones that went in and its command gets 25% stronger per tier.
The items for this build:
- Spare Drone Parts (red): one of only two passive items that affect drones. They get +25% attack speed and cooldown reduction, missiles and a chain gun, and you get Col. Droneman. Commanded, he sends every ally into a frenzy: +50% movement and +100% attack speed for 5 seconds. Gearbox halved its stats in Alloyed Collective because, in its words, it "would essentially play the game for you".
- Box of Dynamite (green): the other one. Your drones drop dynamite for 240% (+85% per stack) every 10 seconds in combat, and you get Lt. Droneboy, whose command drops 8 bombs of 300%.
- Pocket I.C.B.M. (red): Gearbox's December 2025 patch made it affect Missile Drones commanded by ADMIN-OVERRIDE. It adds two missiles per missile, so the barrage triples.
- On-hit items: Gunner and CROSSHAIRS commands fire 6 bullets with a proc coefficient of 1.0 each, all counted as Operator's attacks. Anything you'd want on Commando works here.
On r/riskofrain, the most upvoted answer to a thread on how fragile he feels was two words: "More drones". In a co-op thread, Capital_Drag738 explained why grabbing even junk drones pays off: "he gets stronger for every drone".

Build 2: Ejection Core and Nano Bug
Ejection Core is what turns the drone queue into burst damage. It launches a drone that hits for 300% and knocks enemies into the air, and they're Nano-Bugged until they land. Nano Bug makes them take 100% more damage from skills, dealt as a second wave of 120% hits.
Screenshot: official Operator reveal trailer (Risk of Rain on YouTube), 0:55
That doubling applies to skill damage, and ADMIN-OVERRIDE is his secondary skill. So the order is simple: Ejection Core into the pack, then empty the queue while they're airborne. Add up the wiki's numbers and a commanded Incinerator Drone burns for 1,500% over 4 seconds, while a Missile Drone fires six 200% missiles, 1,200% in all. With a Pocket I.C.B.M. that barrage triples to 18 missiles, 3,600% before Nano Bug. The dev diary says as much: Ejection Core alone gets "a couple of kills", but with drones you can "lay waste" to bugged enemies.
Two items stretch this build:
- Lysate Cell (void): +1 charge of your Special per stack and a 33% shorter Special cooldown, so two Ejection Cores back to back.
- Hardlight Afterburner (red): +2 charges of your Utility and a 33% shorter cooldown. More Ascent Protocol means more time above the fight. Ejection Core also knocks Operator up a little, which the wiki notes resets his descent.
artistic_programmer's advice fits here: "Mastering the weird movement is the best way to not die". Hitting enemies while they're bugged also stalls them slightly in the air, so a fast primary keeps them up and taking the bonus.
Build 3: Amp Core and FIREWALL
The alternates trade the drone army for two big buttons. Amp Core throws a drone that taunts enemies within 14 m, soaks damage and explodes after 2 to 3 seconds. It starts with 300% stored and keeps 150% of whatever hits it, your own shots included, for up to 2,000% in an 8 to 20 m blast.
Screenshot: official Operator reveal trailer (Risk of Rain on YouTube), 1:13
Crowbar is the cheap win: the wiki notes it gives Amp Core fast radius and damage increases. Items won't proc off shots into the core, though, after an undocumented change. With Lysate Cells you can chain several cores into each other, as long as you own at least as many free drones as you hold Lysate Cells.
FIREWALL has a drone charge a shield that blocks damage, then fires it forward for 200% to 600%. It can block a Wandering Vagrant's supernova if it faces the Vagrant, and it shoves enemies, which the wiki suggests for pushing Halcyonites off cliffs. The catch is mobility: it replaces Ascent Protocol, the skill that keeps a 90-health survivor alive.
We'd run Amp Core with the default secondary and keep Ascent Protocol. FIREWALL is for players who already dodge well.
CMD-SWARM or ADMIN-OVERRIDE
CMD-SWARM paints targets and sends your drones to ram them for 450% on a 3-second cooldown, and its crits ignite. Every drone does the same thing, though. Combined drones add charges but not their tier damage bonus, which only ADMIN-OVERRIDE gets. We'd keep the default. CMD-SWARM fits a crit-heavy run that has bought mostly cheap Gunner and Healing Drones whose own commands are weak.
Operator build mistakes
- Taking two Transport Drones. Phallumancer's warning: "If you take more than one and they overlap, you're essentially wasting a use of your secondary".
- Counting turrets as drones. Gunner Turrets, Squid Turrets, the Empathy Cores probes and Best Buddy can't be commanded and add no charges.
- Expecting every command to use your items. The Cleanup Drone's doesn't, due to a bug, and the Equipment Drone's ram never rolls a crit.
- Planning to scrap his own drones. CROSSHAIRS, DOC and CHIRP can't go into a Drone Scrapper. Combine them with a matching normal drone instead.

Our take
Start with the default kit and treat every drone on the map as loot. Buy the Missile and Incinerator Drones when you see them, take Spare Drone Parts or Box of Dynamite whenever they drop, and save your queue for Ejection Core. Do Putting Together a Team first: it's the easiest of the four, and CHIRP carrying a chest to you is the most Operator thing in the game. Leave FIREWALL's challenge until you can stay off the ground for a whole boss fight.
Playing in co-op? Tell the lobby you want the drones before anyone else buys them.
How we checked this
We haven't played Operator ourselves, so none of this is hands-on advice. Skill numbers, drone commands, item effects and challenge notes come from the Risk of Rain 2 wiki's Operator, ADMIN-OVERRIDE, drone, item and challenge pages, read on October 23, 2026. The four challenge conditions come from Steam's official achievement list; the completion rates come from Steam's global stats, re-read on October 29, 2026. Our achievements guide covers the rest of the roster. Gearbox's own words come from the Operator dev diary and the Patch 1.4.1 notes on Steam. Player quotes come from two r/riskofrain threads.
We stepped through Gearbox's Operator reveal at 6-second intervals for the screenshots. It shows the ADMIN-OVERRIDE card at 0:25, Ejection Core at 0:55, FIREWALL at 1:13 and the skills screen at 1:30.
